Does hair in someone's head grow even if he doesn't comb it, braid it, nor using product?

And what if he combs it but doesn't braid it and not using product.



The reason I asked this question is because I'm growing my hair, it's like 4 months now, it seems to me like it's still the same level (3 inches).



P.S: I'm 100% black.

Some hair grows quicker than others and some people just can't grow there hair. Hair will only grow to a certain length, it won't completely stop but it will slow down the growth when it gets to a certain length
